Have both (or all) players go to the negative side and the achievement should unlock.

The achievement name (and icon) comes from the fact that in order to earn this you have to vote negatively for yourself. You are in essence committing harakiri (or seppuku) a form of Japanese ritual suicide that was originally only used by Samurai.
