The final challenge cannot be unlocked because of a bug in score requirements. Maximum score theoretically possible before unlocking the final challenge is 173,000, but the challenge unlocks as 174,000.

Therefore, this achievement is unachievable.

no one has achieved max score for this on t.a as far as i know... so no one has attempted it to my understanding and i have a small feeling that theres a chance the achievement could be a mistake and maxing the score will give it to you. just a theory :)

It's pretty obvious that the only person with this achievement as of now modded this. EALM KRAUZER, have fun being investigated in regards to the cheat policy!!!

If you mod the game you can get it legitimately. There is a huge difference in simply modding a game vs modding gamerscore. Anyone who has this likely got them legitimately... just had to tweak a number in game...
