For this, and the other four new achievements in this 2nd title update bringing the total gamerscore for ReactorX to 3000G, you want to use the level B7. The level is extremely simple, and will pop you all 1000G of Title Update #2. Enjoy!

Thumbs up. The guide is perfectly OK, it is the game that is at fault. A similar problem occurred with the first Title Update. You had to delete the save from everywhere for the achievements to pop, This is more severe. I had to delete & reinstall the game AND erase my saves from everywhere. Once you do so, as the solution states, the level B7 screen unlocks all the Title 2 achievements.
