C2 charges can be tricky to place. Usually you have to place these a little above the door handle/lock.
The best way to obtain this is to use the Mirror Gun and snake a door. Once you see that a perp is on the other side of the door, place your C2 about 1-2 feet above the handle/lock and detonate it. This will incap the suspect and net your achievement.
