The are two bombs which you need to defuse within a time limit that's not shown on screen, otherwise "uni go boom". This achievement requires you to do so within 2 minutes of each defusal. Therefore, finding the bombs first and then running from one to the other is the way to go here. I haven't tested it, but I do think you need to be at least on Standard difficulty for this one, please let me know if you know different.
Similarly to pretty much everything in this game, the locations are random, but within a selection of locations. Take a look at the video below and note the potential locations, they'd be challenging to describe in text:
Once you've done that, you have to start the level and run it as fast as you can, sweeping the building and going over the potential locations. Obviously clearing the ones on the ground floor first is the best practise. Once you've found both bombs and the situation is under control, just defuse one and beeline it to the other.
Don't waste time "bringing order to chaos" in Standard after finding both bombs. Most suspects do not flank you or come out of their rooms if they are out of the way, regardless of how loud you've been. Therefore, if you've cleared the path between the two explosives, just "run" (press
to go to low ready and move slightly faster) to defuse them and don't worry about anything else.
