Both bombs are on the top floor of the hospital
(One on each side of the building) the hospital is sort of split into two buildings by a bridge
Communication is key here
Clear all the rooms as best you can and have each player sitting on each bomb site
When ready defuse each bomb at the same time and voila achievement should pop if both bombs get defused

Can still easily be done solo, even in heavier armor. Bomb locations never change, just plan your route to each bomb.

I did this on Standard with no issues. The two bombs on this level have static locations and they're very near each other. Run through the level like normal, but when you reach the first one, on the table in the children's ward in front of the reception desk, do not defuse it yet.
Instead, continue on through the next few rooms, through the walkway with the glass walls and take the first left, through the double doors and an immediate right, into a corridor that's split by a pillar. The second bomb is on table to your 12 o'clock. There will probably be a bunch of suspects here, so don't think you're safe defusing the second bomb if you haven't cleared the next few rooms too.
Once you've done that, backtrack and defuse the first bomb.
