Starting from the police headquarters go into the room labeled swat unit
From here you can customize your character and gear
Select loadout and scroll down and remove your body armor and helmet
Now go and complete Thank you come again on standard
Edit: remember to remove the headset on your player just in case it voids the achievement

Does your whole team have to their helmet and body armor unequipped as well?

No your whole team doesn’t have to unequip it just yourself
