You need to drink 5 Coffees in total.
You can achieve this in the LSPD Headquarters,
Make sure to actually drink the coffees, and not just make them as that wont count
- Select Coffee
- Put in the coins
- Place cup
- Make Coffee,
- Pick up/Drink Coffee
It should unlock on your 5th Coffee!

Go to briefing room and there is a coffee machine, select the drink then insert 2 coins, add your cup to the dispenser and then press the button to left that says press, add your lid then drink, repeat 3/4 more times

Was 5 coffees for me as well.

Just to add another note. I believe any beverage works, not just coffee. I chose 5 different drinks, including water, and it still unlocks. I think you simply have to drink 5 drinks from the coffee machine for it to count.
