Use non lethal weapons, I suggest using the beanbag shotgun, but you can use any, each weapon type has one.
You can do this on basically every mission I presume, but I got this one on lethal obsession, the main target went down, I reported him dead even though I used non lethal, and he was alive, then i got the achievement.
