Unfortunately the mission you have suggested makes no difference as it was for a different pirate faction. I have just done this and I can confirm the rep never changes for the red devil cartel.
Best thing you can do is pirate missions from the start of the game preferably after you have upgraded all weapons and shields to level 2.
Will take somewhere between 10 - 15 cartel missions.

This must be done by picking up Red Devil missions at stations. The story mission talked about in the solution affects a different pirate faction.
Try and do this ASAP in the 1st system before your rating takes too much of a hit from fighting random Red Devil ships. Each capital ship you destroy drops your reputation by at least 1.

This only requires being neutral with the Red Devils faction. Go around to Outsider stations and pick up Red Devil missions and do those until you are neutral with them. These missions will generally require you to do something to negatively affect your standing with the militia so sprinkle militia missions in there being careful not to take missions where you fight Red Devils. This takes a lot longer than it seems. Gaining rep is a very slow process and there is no way to gain Red Devil rep besides doing their missions. I sat on the border between Red and Grey for probably 20 missions before this popped.
If you intend to play normally then you will be fighting a lot of pirates. Even though there are 3 pirate factions in the game, it's going to be tricky to maintain a good reputation with them unless you're a pirate yourself. For this trophy, you need to be neutral to just one of the factions, not all 3. I recommend doing missions for the Red Devils right in the 1st system and keep doing it until this trophy pops, then moving on with the story. I never came across this in the initial system, but what the system does have is “bandit affiliation”
