You need around 1 - 1.1 million to get this depends how much you spend on upgrades but you can easilly grind cash if needed. You can earn cash in career only.
You can buy each car only once. For career (including DLC's) I was using and maxed about 7-8 cars. 2 from Gymkhana, 2 drift and as for main game - Yomsha Rivera LS (dirt/road), Tector V2 (needed for another achievement anyway) 2 trucks (racing and off road one).
Completing DLC's sooner mean you can skip 6-8 cups from main game and don't need to spend more cash for expensiver cars need for top cups.
For grinding cash imo 'Reckless Dirt' cup was the best for it's races lenght/cash ratio. I set difficulty to about 75% and with max upgraded car (mine was Yomsha Rivera LS, favourite car for majority of career) won cup every time without problem. Whole cup takes about 10-12 mins and you get 25-30k for win, depends on difficulty set.

If you press start (I used a controller) in the menu, you'll see the number of cars you own. This number must reach 24, since the game gives you the first car when you start the game (hence 24 cars, but 23 purchases).

You can also earn cash doing the arcade. It tells you after you complete each challenge.
