First of all you need to change the difficulty by going over to "options" then select "Gameplay" after that you need to un-tick "Use Dynamic Difficulty" then set the scroll bar all the way over to 100%
After all that you need to start any race I use "Career" then "Roadrunners" and selected the "Little Dirt Race". Just come in pole position and the achievement pops after that specific race.
