This one's easy, but it will take awhile.
You cannot get this by repeating the same race over and over (trust me, I tried it). Best to attempt the "Win by 1/100th second" achievement at the same time, however that achievement is easiest if you do the same race over and over. There are 50 tracks.
You must complete each individual race track three times. You must do one as a "Race", one as a "Hot Lap" and one as an "Elimination". You do not need to win any particular event.
Races must be completed in the full amount of laps
Hot Lap must be completed by doing at least one lap and then selecting quit.
Elimination may be completed by finishing last and not even moving at all. (Set AI difficulty to max for faster finishes)
So essentially you must finish 1 and 1/2 races. Any questions? Improvements? Please make a comment.
With the addition of DLC, you may now complete less than the maximum number of available tracks and races to get the achievements, including Gym and Drift races/tracks.

Setting the difficulty to max in the options menu will make the elimination races go faster as the opponents are better

And you should use the best car (Tector V2-R) with best upgrades so the opponents will use the same car, that way Eliminations will end even faster.
