You just need to Finish all the cups in any place on any ranking. They only hard cup to be able to race in is the Outer Peak cup. You need a 540 PI and you have to use the Tector V2-R in that cup or max out the Gillador NX. I would use the Tector V2-R because you can save a lot of money on upgrading the Gillador NX and spend some of the money you save by buying the Tector V2-R.
