I also purchased these mods for the car which made things a little easier:

Handling: Suspension, Differential and Rear Wing
Tire: Sport Tire

Solid guide. I couldn't manage to outmaneuver one of the dirt capable opponents who actually had traction, so I added the exhaust upgrade to push the PI higher than the range of that car. Absolute cakewalk after that.
