I was at 99% when I started a new playthrough, following the pictures in order. Maybe half-way through or so, I unlocked this achievement.
This means that collecting all pickups isn't limited to a single save game, and is cumulative across multiple saved games. So not all hope is lost...

Where are these pictures?

In the solution for Exclusion Zoner is a link to a zip file containing pictures for the four areas. These are what I used to find the pickups, but you can use whatever guide you wish. I just found those to be extremely helpful.
The main thing I wanted to point out was that this is not limited to a single save game, thankfully, so you can start a new game to go through pickups one by one with a guide, and if you come across the ones you are missing then there's no need to keep collecting the rest of the pickups after that.

The Hardware pickups are the floating boxes. Some players are having this achievement stop tracking, making it impossible to get.
