To form a persistent posse, you will need $200 in game. As far as I can currently tell, it's a solo effort to raise the money, members of the potential posse cannot all throw in to the pot.
If this changes or new things are discovered then I will amend this, but that's how it's currently looking.
Unlike a Temporary posse, a persistent one will carry over between game sessions so you won't have to fork out every time you log in and can have up to 7 members.
To form the posse when you have enough money, in the main menu (tap left on the d pad while in game) and select 'Posse', then press
. This will bring up a list of nearby posses. Here, press 
. You will now be in the posse creation tab. Make sure 'type' is set to Persistent, other settings/Name can be anything you like. Hit on 'Form a Posse' when you're ready and that will be it.

Please note will WILL have to form a posse yourself, joining an existing posse won't count towards the achievement as expected
EDIT: Wicelow has commented that there is a daily fee for the upkeep of the posse, so to avoid these, you can disband it right away.

When joining friends that need the achievement too, can you join another persistent posse while still being in your own?

Q - do I need to have 7 friends/randoms will up my persistent posse to get the achievement? Or does it pop when I press A on forming posse?
