How to unlock the Non-Regulation achievement in Red Dead Redemption 2 - Definitive Guide

This solution was made when the online first released. I have tweaked the solution here and there from mentions in the comments. If their is anything that doesn't feel right in the solution then please feel free to correct me and I'll make adjustments.

To get this achievement you must reach rank 22 on Red Dead Online which will unlock you the 'Small game arrow pamphlet’ This ammo crafting Pamphlet is the first one you can get to make progress towards this achievement.

Once you have reached said rank, you'll be able to purchase the pamphlet from any of the 5 Fence shops around the world for a price of $350 (14 gold bars)

Once purchased, you’ll need to open your satchel and manually read the pamphlet recipe which will teach you how to craft small game arrows. To craft small game arrows you will need to purchase 25 arrows (max is 10. So you'll possibly need multiple crafting sessions) from any gunsmith or general store around the online world.

Then you’ll need to kill and pluck birds to get flight feathers. You’ll need a total of 25 flight feathers. A great place where you can get a lot of birds at one time, mostly flying in packs is ‘Twin Stack Pass’ just below the ‘W’ in ‘New Hanover’.
When you have all the materials ready. Either find an open bit of land outside of any towns and hold ‘Y’ to rest. Then ‘X’ to craft. Or you can go back to your camp and craft the Small game arrows at the camps fire.
Find the small game arrows on the crafting menu under ammo and begin to craft your 25 Small game arrows until your achievement unlocks smile

Or if you don’t fancy going out your way to craft arrows, then you can always wait until you hit rank 28 which will then unlock for purchase the split point pamphlet, an ammo crafting pamphlet for $385 that only requires you to craft any type of ammo (rifle,repeater,pistol etc) at the camp fire.

Here is a clip of me crafting the split point rounds. You can use this as an example on crafting the small game arrows. When I recorded this I’d gone for the spit point first as I wasn’t in any rush to bash this achievement out.



People have reported that you must craft all 25 in one online session as I’ve heard that your progress may be reset quitting out of the game or joining another session. Not sure if this is true but craft all in one session just in case.

I will update the solution further once I have some more time on my hands. Thank you for your comments.

Please give your reasons for the negative vote? The guide is simple to follow and I could honestly not see any flaws in this. But if you feel theirs a problem then please share.

Thanks for the guide. You can actually get this at level 22 with the small game arrow from the fence in Saint Denis.

Thank you! Very true but I thought with small game arrows you have to go out of your way to get crafting materials?
Whereas with the ammo you can just go to your camp and craft as much ammo as you like without having to go around looking for stuff.

It's worth waiting for 28 imo unless you absolutely just have to get this achievement as soon as possible. Split rounds will help you later too with a little more damage and more xp per kill.

I agree, the split rounds are so helpful! That extra ammo counts for a lot towards level 50. I always use my splits and express rounds.
Small game arrows are useful if you’re more into hunting then competitive play.

You can only carry 10 flight feathers at a time so you have to do this in multiple crafting sessions. Another good place for birds is along rivers and in the marshes

I can confirm that the Twin Stack Pass and Citadel Rock large open field in New Hanover is a good place for flight feathers. They stopped spawning for me at some point so I went to my camp in Lemoyne in the swamps west of Saint Denis.

I found that owls in Lemoyne can have 2 flight feathers per bird making it much quicker.

I crafted 25 small game arrows in three sessions and it unlocked. Note that you can only use flight feathers and you can store 10 max of them. Going for small game arrows is more rewarding because you can sell a lot of animal parts. Going for split ammo is faster and safer though.

This can also be done with small game arrows at level 22 if you're ok with getting all the materials for them

For those of you wondering the Split Point Pamphlet is $385. It is not enough to just buy it, you must then go to your inventory and "read" it. Then simply sit at your campfire and craft away. This is by far the best solution here in 2022 for people that just want the achievement (like me).

To craft ammo, you will need to unlock a recipe but the earliest one you can unlock will be the Split Point ammo. This will become available after reaching level 28 and must be purchased at the Fence (~$350).

Once you purchase that, you can construct the ammo at your campsite. All you need is any kind of ammo to make these. Start crafting and as soon as you reach 25, the trophy will unlock. Note that you can a little extra XP when getting skills with special ammo such as split point.

Ammunition is crafted in the same way as in a single player game. Buy the recipe from the buyer and read it. Clamp anywhere you can relax or sit by the fire, then click to open the crafting menu and go to the “Ammo” tab.

The hardest part about this trophy is the recipes. Firstly, they open upon reaching a certain level, and secondly, they are quite expensive.
At level 22, for $350, you can buy a recipe for small game arrows; this is the very first ammunition recipe available.
At level 28 and $385, the recipe for “notched cartridges” becomes available for purchase, the easiest type of ammunition to craft, it only requires regular cartridges.

The easiest way is to leave the trophy at level 50 (I didn’t pay attention to the level for opening this instruction). Today, at level 50, I bought instructions for making notched cartridges for $280. And right away on the fire in the camp I made a trophy.....and there is no need to look for feathers, no need to collect herbs for other tonic instructions - notched cartridges are the easiest (and for small game arrows you need feathers, you will have to walk around and shoot ravens and so on bird, killing time...)

I advise you to do it by the fire in the camp and preferably with ordinary rifled cartridges. I made 29 arrows “for small game” (not at once), in various places where you can relax by the fire, the trophy did not fall out.

This trophy has one catch: there is a recipe for a flammable mixture aka “Molotov cocktail”, which is either known by default or given after the story, I still don’t understand. But the point is that if you make 25 flammable mixtures, you won’t get the trophy (tested on me). The game counts Molotov cocktails as medicine or tonic, but not as ammunition.

Absolutely right.
No need to buy a lot of instructions.
It is enough to buy the cheapest “notched cartridges” and make only them.

We select a mortar, scroll to the AMMUNITION tab and craft anything, craft from this category will be counted.
If the level is too low, we buy a “recipe for small game arrows” from the buyer for $350 and start killing and then skinning the birds. Don't forget about shotgun shells and arrows.
Molotov cocktail - does not count, it is located in the WEAPONS tab.
