I'm not sure how much I had beforehand but I went to the town of Saint Dennis and as I was walking into the Tailor, a guy walking out brushed up against me and took $600 off me. I lassoed him and hog tied him, then looted him. He had over $1,200 on him, achievement popped right after. Currently on Chapter 3 btw.

I came across a lady who had hurt her ankle, I stopped to help her. It turned out she was faking and pulled a gun on me. I let her rob me of my money, then straight after that I shot her and looted her body for my money ($180). This counted towards the achievement as mine popped straight after.

When you kill an enemy, you will have the option to "loot" or "pick up" their body. To loot, simply go over to the corpse and hold the button and you will pick up money or supplies.
