When you first start the game you get given a horse. A little while after you learn how to feed the horse, pat the horse and calm the horse down which helps build the bond with it. Very early in the game when you arrive to horseshoe outlook you will get a mission from within the camp which will make you switch horses. Be sure to switch back (through the stables) to the first horse after the mission has been completed to carry on with your previous horses stats, as the bond resets with every different horse. To get this faster, hitch the horse when you can. And feed it each morning when going away fromyour camp. Both help a lot!

to be successful you can follow the progress by making start then player then go on horse and putting the cursor on affection links at the bottom left of your screen will display the number of points missing for the next level or arrive at the maximum

I got this around 4-5 hours into the game by essentially role playing. I did the things that I think I would do if I owned a horse: before riding I would pat him multiple times, every morning I would feed him, I tried to hitch the horse when possible. Also there were points where the story would have me hop on a different horse. When I could, I would whistle for my horse and swap out (for example the very first bounty mission). This is very easy to get as long as you take care of your horse.

Level 4 is the maximum bonding level for your horse - keep using the same horse
whenever I rode the horse press (LS) this praises/reassures the horse
When your not riding the horse and its hitched, you can also pat the horse :)
Use your brush to keep your horse nice and clean
Keep your horse fed - whenever I saw his stats drop id feed him (hay seemed like a real treat as it improves all the horses stats) - you can buy this from the general store in the towns

While riding you can feed the horse in the menu , also by pressing you can pet the horse, which in turn also increases confidence.
