'High-Importance Targets' are the blue hexagons on your map identified by the Private rank symbol with a star underneath.
Drive around regular EDF structures, or just around the map and the game will identify them automatically.
The earliest you can earn this achievement is in the third province.

Do you know how many High Importance targets there are per sector? I had one in Parker, and there's only one in Dust. Just wondering what the spread is.

The High Importance Targets have this icon on them: 
and are heavily guarded, you may want to wait until you at least have the Rocket Launcher and some upgraded remote charges before taking them on.
