Complete activities and destroy property to reduce EDF control to zero in Mariner Valley. Required in order to unlock the third storyline mission.

You have to reduce EDF Control to zero anyway to unlock the Liberation mission "Redemption". As with the main game, to reduce Control, you have to destroy EDF property and complete certain Guerrilla Actions. Once at zero the Liberation mission will unlock.
