This is very easy and straightforward, you'll encounter these buildings all over but none are out of the way or hard to find. These 'High Priority Targets' are just buildings marked on your map very clearly as blue hexagons with a PVT symbol or star on them (like the Achievement pic).
Destroying these buildings is no different than any other on Mars, use explosives or your hammer to attack the main supports, a percentage of destruction will normally appear to indicate the building's remaining intact structure, whittle them all down to 0% as you play.
