MISSABLE (Redfall Commons, can't come back after beating the Hollow Man and choosing to leave. Can be re-attempted in NG+ or Fresh Character)
Wailing Shadow is a Shroud that appears at the Hilltop Grave Site, which is just south of the Trailer Park in the Basswood Neighborhood. You will need a Flare Gun (Check Vendors in the Firehouse or Safehouses if you need one) to summon them, once you arrive you'll see a few dead bodies and flare already burning on the ground. Shoot a flare into the sky here and the Wailing Shadow will spawn, once you kill them you will get the achievement and a blood remnant.

Update, from KamalaCackle in the comments; Issues with the achievement not unlocking when you die during the fight, if you die it may not unlock and will require you to retry, attempts with no deaths unlocked the achievement for people with issues.

This achievement can be obtained in Redfall Commons. Head north of the Autumn Trail Road map marker, or southwest from the Golden View Mobile Community map marker in Basswood until you arrive at the Hilltop Grave Site. Once there you will see a flare on the ground - equip any flare gun and fire it off. Shortly after a unique Shroud named The Wailing Shadow will spawn. The achievement will unlock immediately after the named enemy is killed.

To summon the Wailing Shadow in order to be able to destroy her, you need to head to the Hilltop Grave Site in Basswood in Redfall Commons. When there, take out a flare gun and fire it into the air. This will summon the Wailing Shadow herself, a Shroud, who once defeated will unlock this achievement.
