This achievement is missable and way out of the direction of the main objective.
Once you start the "Fall Like Lightning" Mission at the fire station, start making your way over to the ship way out in the dried-up ocean. Once you get to the coast you should look to your south and see a lighthouse on top of a hill. Before going to the ship, head on up to the heritage rock lighthouse using the dirt path and clear out the area of what little enemies are posted up there.
Once empty, you'll want to leave the main building and head towards the smaller shack looking building directly under the lighthouse. In this building under the staircase, you'll find two levers to flip off which are the foghorn controls. Once you flip both switches, the achievement is yours!

A note. I had only done one lever missing the second one and was headed out to the boat when I read this solution. The boat name popped up but I hadn't gone on the boat yet. I then went and pulled the other lever at the lighthouse and it popped immediately. Not sure when it is too late but I'm assuming it is when you fully finish the Fall Like Lightning quest.

During the main mission Fall Like Lightning, instead of heading directly to the marker for the boat make your way to the Heritage Rock Lighthouse. Once you arrive, there will be a locked building connected to the lighthouse - unlock one of the doors and look to the left underneath the staircase. There will be two switches that you can flip. Once both of these have been interacted with the foghorns will be disabled and the achievement will unlock immediately.
