This takes place during the main mission "What does Bellwether Know?" and is the second main mission once you reach the Burial Point part of the map.
You will have two mission objectives this one takes place at "Wights Barn Farm". Facing the front of the barn work your way to the right and you will find a shed with a generator in it. Hit the switch turning the UV lights off. Leave them off during the rest of the mission and the achievement will unlock once the mission is completed.

For some reason the UV lights on my game were turned back on. I don't know if enemies did it, but I cleared the place before I left. I suggest doing this barn second.

You can turn the lights off after you collected the intel on Bloody Tom and it will still count. I got in the Farm via the tunnel for another achievement and then switched off the lights after collecting the intel in the Farm.

I got this during the Main Mission What Does Bellwether Know?, the first main mission after reaching Burial Point.
You'll be sent over to the farm and the silo in order to collect information on Bloody Tom and Miss Whisper.
To grab this, I went to the farm and used my cloak to sneak towards the generator on the outskirts. Here I was able to interact with a UV light to turn it off before I snuck up to the attic. Turning off the UV light allowed Vampires to come and attack all the troop units inside the farm, cleaning most of them out for me. After that, I took out all the vampires and completed the mission, leaving the UV lights off to unlock this.

In this guide we'll show you how to turn off Bellwether's UV lights in Redfall to earn the "Blacklight Down" Achievement.
"Blacklight Down" is one of Redfall's missable achievements and takes place in the main mission "What Does Bellwether Know?" at "Burial Point", the second map in the game.
Before proceeding to the two objectives of the mission, it is advisable to activate the "Redfall Historical Marker" located in the "Winslow Fields", so that if something goes wrong you can continue your progress from this point.
Starting at the "Redfall Historical Marker" you will need to move southwest towards the barn, the area where you need to gather information about Bloody Tom. Continue heading southwest and next to the barn you will come across a hut, which houses the generator that supplies electricity to the UV lamps in the surrounding area.
You may have to deal with a few enemies, such as the sniper, which is perched on the roof of the barn. So when the coast is clear turn down the switch on the generator. Once the lights go out, the vampires charge into the barn and decimate the enemy forces. All that remains now to earn the Achievement is to complete the "What Does Bellwether Know?" mission. Once you complete both of its objectives, you will be awarded the "Blacklight Down" Achievement.

On the west side of the Wight Farms Barn in Winslow Fields there’s a small barn with a trailer backed up inside. On top of that trailer is a switch that controls the power to all of the UV lamps setup around the encampment.
Now you know where it is, that’s basically where you want to head during the “What Does Bellwether Do?” main quest - the second quest in Burial Point. Once you’ve done that, the achievement should unlock.
By the looks of it as well, you cannot do this at the same time as the other achievements. For instance, if you enter via the Bootlegger Tunnel, and then exit and turn off the UV, you only get the Bootlegger achievement. This has to be the focus of your run, basically.
