How to unlock the Bob’s Final Hour achievement in Redfall - Definitive Guide

Before the point of no return in Redfall Commons, make sure to get Taking Back the Airwaves done -its a side mission. After you get to Burial Point pick up Lost in the Fog main mission. During the mission, your gonna want to search the road south of the Meteorological Annex- the one that looks kinda like a messed up ring, with a smaller ring inside. Bob will be a cultist with a megaphone(He'll be named and have more health) somewhere on the larger ring. I'm not sure if he spawns before you pick up the mission, so try to avoid the area before hand just to be safe.

Been walking around for an hour and Bob has not spawned. This game has some absolute rubbish achievements.

He was a cultist glowing blue, easy to spot. Achievement unlocked immidiately after killing him.

During the first map Redfall Commons make sure you complete the side mission "Taking back the airwaves". It becomes available after you complete the main mission Fall Like Lighting and take back the Heritage Rock safehouse.
"Lost in the Fog" is pretty late in the main story line during the second map Burial Point. You will Bob south of the Annex which is one of the mission objectives walking a long the path. Once you kill him the achievement will unlock as long as you completed the side mission in the first part of the game.

The 'Bob's Final Hour' achievement is multistaged. Firstly, you're going to need to complete the side quest "Taking Back the Airwaves" (picking up Bill's "vampire survival tips" at the start of the mission, and at the end of the side quest, instead of just turning off the broadcast, you need to insert Bill's "vampire survival tips" into the tape player to loop his broadcast instead.
Then, when you get to Burial Point, and do the main story quest, "Lost in the Fog," you'll need to find Bob the Radio Host in the quest area. Bob the Radio Host can be found in the New Light Ruins, wandering the curvy road in the southwest of Haven's Lot (southeast of the New Light Village fast-travel point). He'll be wearing a puffer jacket and a skull helmet - kill him, and provided you played the tape, you'll get the achievement.
