This achievement will likely be earned through natural play. There are civilian hostages scoured around redfall which you will without a doubt come across just by playing and exploring. In my experience I mostly found them on roads/streets. I believe these encounters are random but there are however some specific spots where you can find them.
- In the basement of Overton Theater there are 3 hostages in a freezer and the key to the freezer is in the dressing room near the freezer. There is a mini boss in this theater and it likes to roam around the basement the most so keep your eyes out for him.
- During A Voice in the Dark you will be tasked with stopping a broadcast or something and as part of the mission you will come to this big warehouse. Inside the warehouse where you stop the broadcast there are 3 or 4 hostages. If you have a sniper this part is really easy, just pick every enemy off one by one. If you save all hostages, you will also earn the missable achievement

Dotted around Redfall you’ll come across civilian hostages. Simply rescue one of these and this achievement will pop.
You’ll find 3 civilian hostages in the freezer in the basement of the Overton Theatre. To gain access to free them you’ll need the Overton Freezer Key, which can be found in the dressing room area part of the basement. However, if you're going for Skin of Their Teeth (10G) you'll have to do this as part of that achievement anyway.
