Trevor Ash is found during a side quest called Eclipsed taking place in eastern regions of Burial Point.
The quest can be started by finding a note in a locked garage in the Founder's Knoll region. The house nearby has the key to get in and is located west of the Windy Stead fast travel point and Blackwood house or north east of the region's safehouse.
The quest will send you south to Independence Hill for an objective and then to the south east to White Pines trailer park. In the trailer park there will be some UV lights already set up and on. I accidentally killed Trevor when I got to the mission objective while he was frozen in the UV and the achievement unlocked as well.

(The first time I did this quest I actually killed him while using Jacobs ultimate ability and the achievement unlocked that way as well.)

Trevor Ash is a vampire that is caught frozen inside the Chickering trailer park near the border of the map. Located in Burial Point. You simply must melee him to unlock the achievement. Not sure if obtainable without the sidemission Eclipsed, but to be safe just in case, the start of the side quest is located in the Blackwood house located in Foundersknoll and will be indicated with a “ ! “ on your screen.
