This takes place during the main mission "Lost in the Fog" during the second map Burial Point. After accepting the mission you will have two mission objectives. This achievement takes place at the Coast Guard Station objective.
Facing the Coast Guard station from the front to the right will be a generator with a switch that you flip to turn off the UV lights releasing a horde of vampires to attack the station and unlocking the achievement.

I went back to this area after completing the Lost in the fog mission and turned off the generator and still got the achievement. I'm not sure where this becomes missable. My situation might be rare.

I turned off the generator as you do in the video but no achievement. I quitted and restarted but the generator is not available anymore and it's on. No prompt to shut it down. I'm pressing X in the air :\

I went back to this area after completing the Lost in the fog mission and turned off the generator and still got the achievement. I'm not sure where this becomes missable. My situation might be rare.

I turned off the generator as you do in the video but no achievement. I quitted and restarted but the generator is not available anymore and it's on. No prompt to shut it down. I'm pressing X in the air :\

This can be obtained during the “Lost in the Fog” main quest in Burial Point.
You want to approach the Coast Guard Station from the SOUTH side, in close proximity will be a bridge leading towards it. You can claim the Fast Travel marker just to the side of this bridge too!
What you want to do, is cross that bridge and hug the cliff side on the right until you reach the active UV lights, there will be a generator and there will be a switch on it to disable UV Lights.
I wouldn’t bother attempting to climb the cliff (to the right of the bridge, and under it), there is a clear path to climb upward, but for the life of me the character just refuses to grab the ledge on one of the rocks. So just cross the bridge up top instead.

While “Restore the Lighthouse sends you to the Coast Guard Station, this achievement in particular actually relates to the “Lost in the Fog” main quest.
In this quest you’ll have to head to the Coast Guard Station to activate the Coast Guard’s Storm Monitoring System. Before you even get into the Coast Guard Station, you’ll have to do this achievement.
I found the best route was to hug the coast to the south of the Coast Guard Station, and then when you go past a bridge on your left (up high), climb the rocks all the way to the top. You’ll then come out at south corner of the Coast Guard Station. That’s exactly where the generator is. Approach the generator, pull the lever and delight as not only the UV lights turn off, but you’ll get this achievement.
