How to unlock the Silence Is Golden achievement in Redfall - Definitive Guide
Prerequisites:
Fighting Miss Whisper takes place during the Burial Point part of the game. You need 3 underboss skulls as well as her rememnant to access her layer. You will already have the remnant by now but if you need underboss skulls you earn them by completing safe houses (capture safe house, do the safe house quest then the underboss quest making sure to pick up the skull from the ash pile after killing the underboss).
Reaching Miss Whisper:
Make you way over to Miss Whispers door and place the skulls & the remnant. Her door doesn’t have a set spawn so just look for the yellow circle on the map. Enter the door and just follow the only path. You can kill a Sin Eater on the way for more story. You will go through an open door to reach a large misty room which Miss Whisper appears in to fight. This boss is considerably harder than than the Hollow Man & Bloody Tom.
Miss Whisper attacks:
Miss Whisper has several attacks. She can create a mist version of herself that charges towards you. She spawns mist balls similar to Bloody Toms blood balls but there are several more of them but they don’t drop any sort of hurtful mist. She has a grab attack exactly the same as Anglers. She pulls you in and does high damage. She also spawns lots of vampire shades, same as the Hollow Man but these respawn after being killed.
Fighting Miss Whisper:
As you enter the room the mist disappears and Miss Whisper comes down to fight. I recommend using the stake launcher on her. She only uses the mist version of herself attack in this first stage which can be easily avoided by just moving sideways. Deplete a quarter of her health and she will retreat up to her tree and cover the area in mist. She then spawns a mist ephigy (same as the ones from Lost in the Fog) which you need to destroy to by shooting the 3 glowing red bits. While this effigy is active vampire shades will spawn, same as the Hollow Man fight but these ones will keep spawning even when you kill them so you need to destroy the effigy fast. After the effigy is destroyed kill the vampires shades quickly as Miss Whisper will rejoin the fight. In stage 2 she will also use her mist ball attack but it can also be avoided by moving sideways. Deplete her health another quarter with the stake launcher and she retreats to spawn in another effigy. Do what you did with the previous effigy to bring in stage 3 where she will now also use her grab attack but it can also be avoided buy running to the side this time. Rinse & repeat the above steps and stake her when her health is fully depleted. The achievement should pop shortly after.

People have reported almost all achievements not popping at some point. Buggy game has buggy achievements which sucks. I hope it works out for you this run

Hah, you say Miss Whisper was the hardest boss to defeat, but I got her on my first attempt, thanks to your advice to use the Stake Launcher.
It was Hollow Man and Bloody Tom that gave me trouble because of that annoying red mist.

At the end of the other boss thread in Burial Point, you’ll face off against Miss Whisper in the even more aptly named quest, “Kill Miss Whisper.” In this quest you’ll venture forth to fight with Miss Whisper.
Miss Whisper herself can be a pain in the ass, and is probably the trickiest fight in the entire game, but once you learn her attack patterns, you should be okay.
The fight basically goes: fight Miss Whisper with her attack spirit phase (which goes in a straight line for the most part); destroy the effigy; then attack Miss Whisper with two attack abilities (the previous one and her spirit missiles that can follow you); destroy the next effigy; then fight Miss Whisper with 3 abilities (the new one is the ‘come over here’ grapple hook, which can be incredibly devastating) and then finally, destroy the last effigy; and then destroy Miss Whisper.
Just stick to cover and shoot from behind cover and you should be okay. It might take a couple of attempts solo, but just remember to stay a good distance from her, and stick to cover, and you should be okay.
