This achievement can be earned in the “Restore the Light House” main (but optional) quest and should also be one of your last two optional main quests for your other achievement.
The Keeper is a Shroud, which is found outside the front of the house you need to go into, it patrols the front street.
Approach from the Haven’s Lot safehouse and walk along the Brighton Bridge to the other side for the quietest path. You’ll wind up behind the house.
Do not rush in, take your time. This is much easier as Jacob due to his cloak mode too. You can crouch cloak your way inside easily, but if you’re not playing as that character, take it slow.
As the Keeper is facing away from the building and moving away from it, sneak your way in through the Eastern side of the building, it is the only door that’s open. There will be some regular vampires hanging around and inside the building too. You want to sneak your way around up the stairs and take a right at the top, break open the wooden planks on the doorway and collect the bulb. In my instance, upstairs was clear of vampires at the time, but one does patrol near the stairs.
Soon as you collect that bulb, you’ll earn the achievement.
**This is allegedly NOT a “one shot” achievement. If you wind up getting spotted by the Keeper, just hard close the game to the dashboard. Open the application again and retry the mission in stealth. Weird how this is like the only achievement that allows you to re-attempt it when the others don’t.

I got spotted on my first try. I let him kill me then on second try after the death I was able to get the achievement. Just incase anyone was wondering or messes up like I did.
