This is the only way I kill them as shooting them doesn't work for me but I don't have the achievement.

I found a location in "United Church of Christ Cemetery" where two bloodbags always spawn in a crypt. (You come here very early for a mission for Dr. Hunt.)
You will need a UV weapon which when used on vampires freezes them. Use the UV weapon on one of the bloodbags until it is frozen than switch to another weapon and shoot it and the achievement will unlock.

Floating creature with several red sacs located on them. Identifiable by Bloodsac username. Located first , in my experience, to the right of the Overton Theater. Head up the road and should encounter 3 vampires and a bloodsac.

To unlock this achievement, equip any Portable UV Beam and shoot it at a Bloodbag until it becomes petrified. Once the Bloodbag is petrified, all you need to do is shatter it with a melee hit or any other weapon and the achievement will unlock immediately.
