The Visage of Anguish is in the easternmost map node, named The Pall.
Once in The Pall, he is located in the center node, so you can avoid either the 2 north nodes or the 2 south nodes if you aren't looking to clear the entire dungeon.
If you're encountering him during the post-game then you've probably got a strong enough party to take him in an upfront fight.
However, if you recruited Henrietta you can use a pretty slick trick to one-shot him and pretty much any point in the game.
The Visage of Anguish casts Death Touch onto your characters. This causes any hit they take while they have that status to instantly kill them. Henrietta can use her skill to remove the status effect from any ally and transfer it to the Visage of Anguish himself. This allows you to one-shot him with a 9,000+ damage attack.
