Found in the Withered Necropolis
Use the glider near the gardener and float down/forward out of the cave. When you hit the gust of wind outside the cave turn right and follow the path of upward drafts, on the penultimate draft turn right and land in the cave.
Clear out the enemies and follow the main path, you will find the weathered component at the end. Head back to Wallis in Ward 13 and give him the material to get the command module engram.
