Once you unlock the gadget Time Bomb which lets you store unused time you need to have scientist A without it equipped use up their 8 second time limit. Then you need to switch to the scientist with it equipped and use the Time Bomb on scientist A to refill their timer, switch back use up that 8 seconds. Then go back to the scientist and charge up the Time Bomb to at least 4 seconds but so you have enough time left to throw it at scientist A. Switch back to A use up that time and it should pop there and then.
