Alley-Oop!
Shoot down a Hunter or an Eliminator while they are jump attacking in the Air.
Hunter, first encounter:
* Facility Basement, Training Room (you will find the Water Key in the Room).
Eliminator, first encounter:
* Facility Basement, Basement Save Room (on your way to save your Partner).
I unlocked the Achievement in the Training Room killing a Hunter with a Shotgun. I'm sure you can use other Weapons, but Shotgun got the job done.
Make sure you get the timing right and kill the Hunter/Eliminator while leaping in the Air.

Hasn't worked for me using the infinite ammo rocket launcher, so might require regular weapons to unlock

Didn’t pop up for me after using the shotgun on a hunter, might be bugged
