How to unlock the This is How You Recycle achievement in Resident Evil 0 - Definitive Guide

In the train level you will finally have both characters rejoined in the room with the crawl space and a zombie will come out of the closet; kill it and take the bottles that are there. Go through the crawl space, kill the 2 dogs that try to eat you, pick up the gasoline in the room and combine it in the inventory to create 3 Molotov cocktails.

To Create the Molotov Cocktail you need to Combine in the inventory screen, Empty Bottles with a Gas Tank.
The first empty bottles are in the train, more precisely in the kitchen they are in the freezer that releases a zombie, the first Gas Tank is in the Kennel at the rear of the train in the last room before the outside rear carriage where the Hookshot is found.

There are other locations in the game where both Empty Bottles and Gas tanks are located but the above mentioned are the earliest.
