You should be able to get this pretty early in the game. During Leon's campaign one of the very first puzzles you come across will be in the West Office. You will find a note on your desk explaining that you need to crack the two combination locks using the first letters of the other officers' names.

As far as I know this is the earliest place in the game to get this achievement, at least without cheating. I believe the puzzle and codes are the same for Claire.

There are many dial safes throughout the game and they are typically used to keep Lockers locked. You will, however, likely find your first dial safe in the West Office on the first floor of the Police Station. In fact, there are 2 keeping a desk locked. This is the game's way of introducing these locks to you so that you can figure the rest of them out, or otherwise be on the lookout for combinations to unlock them.

The 2 mentioned dial locks, and indeed all others in the game, are covered in the video in the description for "Lore Explorer" as these are all needed to unlock "Master of Unlocking".
