How to unlock the That'll Hold 'Em achievement in RESIDENT EVIL 2 - Definitive Guide

The first boards you can find are next to the western staircase 1F in the Police Department. Grab them, turn around and right where the stairs start is a window on which you can use the boards.

You can find wooden boards scattered throughout the Police Station and they can be picked up and put into your inventory. You will find many windows throughout the police station that are either already broken or that a zombie will burst through to attack you. If you approach one such window you will be given a prompt to press , which will open your inventory. Select the wooden boards to use and the window will be boarded up, unlocking this achievement.
