How to unlock the Capacity Compliance achievement in Resident Evil 4 - Definitive Guide
The opportunity to grab this comes near the end of Chapter 12, once you reach the top of the clocktower. You need to activate the lift, and last 2 minutes without any enemies boarding the lift and causing it to stop.
In terms of prioritizing enemies, there are 2 red-robed leaders which are the most important to get early. Then, make sure you prioritize fast moving melee enemies. The least important are the ranged enemies with crossbows.
The strategy that worked for me was to use my Stingray Rifle on the leaders, pistol near the beginning, optimizing the red barrel explosions to the best of my ability, and switching to the shotgun halfway through as enemies spawn more quickly. At the end, watch out for enemies climbing the ladder to jump down from the highest point, as well as the shield enemy who has to be slowly worked on when possible.
If at any point you are boarded, immediately pause and load the last autosave. Remember to pick up any collectibles nearby again or they may not count.
Once you reach the top, the achievement unlocks.
PS. Some gamers may want to leave this for their 2nd or 3rd playthroughs, once they have access to the Infinite Rocket Launcher, as that will make it significantly easier.
It is recommended that you have a decent loadout, upgraded where possible, and you should craft as much ammo for your high damage weapons. Personally, I went for a Blacktail, Riot Gun, and Stingray combo. Switching between weapons is also faster than reloading in many cases.

This has got to be easily the hardest achievement in the first playthrough. There is a second ladder they can climb near the top 90° from the ladder with the shield bearer.

This was annoying on hardcore but not too bad. Got after a few attempts. It boils down to memorizing where and when enemies will drop. Do a few mock runs and reload before you reach the top.

You can “cheese” this achievement with the infinite rocket launcher (obtained by beating the game once and then unlocking it in a NG+ for 2m Ptas)
As soon as you get on the lift run to a corner and back up as far as you can then just aim the rocket launcher at the beam in the opposite corner and just spam rockets at that beam the entire ride. Nothing will even make it on the elevator and if one does it will die instantly.

This achievement is quite simple to do. It can be done during chapter 12. And you will NEED A SHOTGUN, and a decent sum of ammo. If enemies jump onto the lift, as long as Leon doesn't say ¨What? The lift!¨ you will be fine. So if an enemy jumps onto the lift and you kill said enemy before that dialogue appears your good still. The rest is basically memorization as to where enemies come from and where they will try and jump.
While ascending the Clock Tower in Chapter 12, you will reach a point where there is a switch to activate an elevator (just after the switch that activates spiked boulders). The trophy will unlock if you are able to complete the elevator ride without any enemies getting on the elevator which causes it to stop. If that happens, immediately pause the game and load your last auto-save.
Make sure you have plenty of ammo. Something like an upgraded Riot Gun and TMP makes this a bit easier. If you’re struggling with this trophy, feel free to wait until New Game+ when you have access to the Infinite Rocket Launcher.

During chapter 12 you will go up an elevator in the clock tower. For this trophy you are not allowed to have any enemies jump onto the elevator at all.
If you’re following our full achievement guide roadmap, then save this one for the Infinite Rocket Launcher run, as the big blast radius and insta-kill nature of the weapon makes keeping enemies off of the lift very easy.
