How to unlock the Bandit achievement in Resident Evil 4 - Definitive Guide
There are a few important details that I wanted to add so people know.
The Village is chapters 1-6.
You can buy the treasure map for 1 spinel from completing side quests. The first opportunity to earn spinels is at the Farm to destroy the 5 blue medallions.

Important thing #1: You need to get the 4 Treasures at the Abandoned Factory (start of chapter 2) BEFORE the Del Lago boss fight at the lake (Chapter 4). This area becomes blocked off and you can't go back there after. 1 of the treasures you need a key to unlock it, the other 3 do not require anything special.
The key location for the treasure is in the Valley. It is in the house where the Hexagonal Emblem is on top of the roof. It's in the small room in the corner.
The other 3 treasures on the pathway leading to the Village Chiefs Manor these 3 do not require anything special and can be shot at/ opened up normally.
In total there are 4 treasures (one that requires a key) you need to get that can be blocked off at the end of chapter 3. Personally I would make sure you get them all right away in chapter 2 when you are walking through that area.
[The Village Chiefs Manor does not get blocked off. Everything past that does heading away from the Village]

Important thing #2: In chapter 5 you need to have 35/39 treasures before you head back through the Farm area with Ashley. Once you go past the bridge you cannot go back and any treasures you missed are gone. Again you should have 35/39 treasures. Chapter 5 ends after you pass the bridge and do the fight.

The last 4 treasures are found in chapter 6.

In conclusion make sure you get the treasure in the Abandoned Factory (start of chapter 2) and the 3 treasures on the pathway leading to the Village Chiefs Manor during chapter 2 or 3 if you missed any. In chapter 5 make sure you have 35/39 treasures before going over the bridge in the Farm. The final 4 treasures are in chapter 6 make sure you get those final 4 in that chapter.

? I’ve been getting all the treasures again in NG+ so I’m unsure what you’re encountering.

@champion certain parts of the map become blocked off at certain points through the campaign

There are 39 treasures in the Village region (chapters 1-6). You can buy the treasure map from The Merchant so you will be able to track their locations and the progress. Only treasures with fixed locations count, random loot and drop from bosses don't count towards.
You will not be able to return to that region after entering the castle region (chapter 7+).
Some areas in the Village unlocked / locked as you play the story so you need to collect everything along the story path.

Yeah so there are also locks on areas at chapter 4 and 5 preventing you from going back into areas like the lake and village area which would have been helpful to note...left one treasure to backtrack to cause I hadn't found the small key needed and this guide said cutoff was chapter 6 but couldn't go back. Thanks!

The most important thing to do here is to make a separate save file at the beginning of Chapter 1, so that you can return to do the whole village section if you miss anything, and to buy the Village Map from the Merchant as soon as possible in Chapter 2. Once you have the Village Map, all 39 treasure locations will be marked on your map, so it’s a simple case of frequently checking your map so that you don’t leave any treasure behind.
The main thing that might trip you up during this section is the use of Small Keys. There are four Small Keys found throughout the Village section of the game, and they are to be used on four Locked Drawers. However, while any key can be used on any drawer, it’s important to make sure you use them in the correct locations, as you can inadvertently softlock certain treasures in Locked Drawers if you’re not careful

Additionally, you’ll need to pick up the Old Wayshrine Key at the beginning of Chapter 4, by the dock at Mural Cave to the south of the lake. This can then be used at multiple Locked Wayshrines marked on your map.
Finally, there is one piece of treasure locked behind a hexagon puzzle, by the docks just east of the Fish Farm. To open this, you’ll need three Hexagon Pieces.
