How to unlock the Wave Goodbye, Right Hand achievement in Resident Evil 4 - Definitive Guide
Happily the same trick from the original Resident Evil 4 still works here - freeze him then blow him to hell with the rocket launcher.
You can pick up a rocket launcher from the merchant for 80,000 pesetas (you used to be able to get one for free in the castle, but I couldn't find it in the remake - let me know if it exists and I'll update) and thankfully, he appears just before the Verdugo section. If you're unfamiliar with the game, this boss is after a scene in Chapter 10 where Leon is kicked down a big hole and makes his way through some dark caves and tunnels into a laboratory section.
Running low on funds? Also in this section, you'll find the Elegant Crown which is the most expensive treasure in the game (I think anyway). It can be found near a corpse right by a wall Leon needs to kick through to advance. Combining three Red Beryls and two Yellow Diamonds into this gives it a sale value of 108,000pts, more than enough for a rocket launcher. If you don't have those jewels, any combination should still give you a decent amount.
Once you've acquired the rocket launcher (if you're hurting for space, just store your other weapons, you won't need them), carry on through the linear section until you turn on a power breaker. When you try to leave the room, the Verdugo will spawn and rush you. Just run back towards the power breaker and lead him past the flashing green button on the wall, making sure you hit A to power it - this is a nitrogen shower and it's designed to freeze the Verdugo so you can deal damage. Once he's frozen, shatter him to pieces with the rocket launcher and enjoy the satisfaction of completely skipping one of the most intense encounters in the game. Don't forget to loot him and the surrounding rooms too!
And of course, if you'd rather not spend the 80,000pts on the rocket launcher, just save beforehand, buy the RL, blow him up and then reload save. However, I recommend just carrying on afterwards anyway - the cost is more than worth the save in time and effort, and you get a decent chunk back with the treasure he drops anyway.
EDIT - Shout out to LegoHothREBEL who highlighted a RL costs 160,000pts on higher difficulties (Hardcore, Pro etc), so the cost is way higher. Probably best to save beforehand and reload to save the money or knock it down to a lower difficulty for this.

This strategy can work pretty well, but there's a flaw, for people who played the game on Hardcore difficulty, (Or professional) the Rocket Launcher will cost 160,000 PTAS, so I would recommend saving before hand, lighting him up with everything youve got, then once Verdugo is dead reload save and do the fight how you want. But nice guide tho!

Ah, I hadn't even considered the difference in difficulties - thanks for flagging, I'll edit when I can and add that in.

You will fight Verdugo at the end of Chapter 10.
Use 3 liquid nitrogen showers on him, while he is freezed use heavy fire (shotgun, rifle and grenades). This is the easiest why to kill him fast.
You’ll meet the Verdugo in a claustrophobic subterranean area, and the best way to take him down is to make use of the liquid nitrogen nozzles activated via switches on the wall. Take care to avoid his whiplash tail with the evade button (B by default) when he's in the vents, and then try to lure the Verdugo underneath the nozzles dangling from the ceiling.
When he's following you, hit the button (indicated by the consoles with the green light on the wall) and keep running. The liquid nirtogen should freeze him, and once he’s all icey, get off as many shots as you can with your most powerful weapons, then retreat, luring him to the next nozzle. Rinse and repeat until the Verdugo croaks.
This boss fight can be partially avoided by jumping into the lift once it arrives, even if the Verdugo is still alive. However, doing this won't unlock the achievement.
