There is a possibility that this achievement is buggy. I've already bought 18 weapons, but the achievement still hasn't opened... Let's see what happens when I buy everything.

There are no glitches or bugs: the inventory should have 15 weapons PURCHASED(!), and not in total (as you progress through the game you are given several guns).
