Resident Evil: Operation Raccoon City

For this achievement, the game asks you to purchase all abilities for a single character.

I saw my friend earned this achievement today, as of this writing, when he bought all of his abilities for his character in the game. In order to earn abilities, you must earn experience points, which can be done by killing, looting, and finding intel and even raccoon mascots as well. Once you have enough, buy them all and the achievement should unlock immediately after the last one is purchased!
