Level 1: After you dealt with all of the specs ops in the first Area you will see Hunk Cuts a Guys Throat . kill the 3 Guys Head Down the Stairs and the Alarm will sound, the raccoon will be at the back of this room to your left
Level 2: When you get a "Hint" Saying something about Shooting Spec ops to make them bleed, making the zombies go blood frenzy on there ass and killing them. just go Straight until you see Double Doors head to the top of the stairs and there you will see the Raccoon
Level 3: When you get to a part where you have to find 3 EMP by the down chopper stick to the right you will see a shopping trolley right next to that is where you will find your 3rd Raccoon
Level 4: When you see the Nemesis Fighting Spec ops through the window (if you do see it) where there is 2 Intel's in the area with a Laptop, and a control panel to activate the elevator. When you enter the Elevator you will come to a area with like tubes or what ever they are called they are glowing green. go to the middle follow it around and you will see a gap head down there and you will find your Raccoon
Level 5: As Soon as you enter the Police Station Go to the chef's Office look to your left and you will see the Raccoon
Level 6: Close to the start of the level, when you press the control panel to get the lift to come up.. when you get on it you will start to go down, when you stop for the 2nd time not the 1st time, you will see the spiders, after you dealt with all of these head in the doorway and there you will see the 6th Raccoon
Level 7: Very Close to the end of the level, when you see Leon Holding a sniper rifle and shooting at you, you will see Spec ops holding out behind a wooden fence make them bleed = Zombies will go blood frenzy and brake the fence, DO NOT GO UP THE LADDER go past it and it will behind that train car netting you the achievement for Raccoon City Mascot 15G

Just follow this guide and you'll find all 7 of them(one for each stage)
Blaze, Naruto, Shippuden
This is a collectible trophy and it can be done in Campaign Mode only. Throughout the seven Campaign missions are seven hidden Raccoon City Mascots. After all, they don't call it Raccoon City for nothing. Finding and interacting with these Raccoons souvenirs will allow you to hear a Raccoon shrieking sound effect. Also, interacting with these Raccoons will reward you 350+ XP. Below is a complete listing of each of their hidden locations:
- Containment: After HUNK snaps a Spec Ops Soldier's neck. Follow him down the corridor and kill the Spec Ops Soldiers that appear. Afterwards, go down the stairs with the couch and sofas. In the far back of this room is the Raccoon City Mascot that is directly across the stairs and behind a pillar like pole. This is before even entering Birkin's lab.
- Corruption: After killing a bunch of zombies on the stairs and refilling your ammo at the Ammo Refill Boxes. Open the doors to ambush the Spec Ops Soldiers who are busy killing zombies. Dispose of both the Spec Ops Soldiers and zombies and head down forward towards another door. Open it and head up to the top of the stairway to find the Raccoon City Mascot in the corner near the wall.
- Lights Out: Near the very end of the mission where you'll need to find the two EMP charges (the helicopter crash site). Simply follow the wall of the park to the far right. Keep following the right wall until you come across a drain with broken bars and the Raccoon City Mascot right on the ground next to it (there's a shopping cart next to it too).
- Gone Rouge: When you enter the hidden Umbrella facility after exiting the elevator lift. Enter the next area to see huge containers hanging from the ceiling with green substance inside them. In this room is the Raccoon City Mascot that is like in the center of this area. You'll have to walk in like a small green-lit doorway with more of those huge containers inside it. The Raccoon City Mascot is at the far end on the floor next to a container.
- Expendable: Possibly the easiest Raccoon City Mascot to find in the game. He's inside Irons' office where you must destroy Irons' evidence that he has against Umbrella. The Raccoon City Mascot is on a deck in the office.
- Redemption: After passing the train warehouse and making it to the elevators. You'll need to descend about two levels down the elevator lift. While killing the zombies attacking you, look in the back of the rooms to find the Raccoon City Mascot on the floor against the wall. Ignore pressing the elevator buttons until you found the Raccoon.
- End of the Line: This is the final and possibly most missed Raccoon City Mascot. It's at the very end of the game where Leon S. Kennedy is sniping you from a balcony. While killing the horde of zombies, have the zombies break through the barricade by putting the Spec Ops Soldiers into blood frenzy. After it's destroyed, quickly run past all the enemies to the very far back of the map and turn right. You'll find the Raccoon chilling and waiting for you to interact with it.

Raccoon Location 1 -- (Containment)
Look behind the servers, in the room with the curved sofas, before Birkin’s lab.
Raccoon Location 2 -- (Corruption)
You will at some point come to a room with statues. Clear the room and head to the next room where you will need to use the computer. Take the stairs up, turn left and look for double doors leading to another set of stairs. The racoon is at the top.
Raccoon Location 3 -- (Lights Out)
When you get to the park, keep to the right hand side and it'll be next to the sewer entrance.
Raccoon Location 4 -- (Gone Rogue)
When you get to the room full of green tanks, it'll be right in the center of the room, between the tanks.
Raccoon Location 5 -- (Expendable)
In the office, behind the desk on the cupboard. It'll be next to the flag.
Raccoon Location 6 -- (Redemption)
Take the elevator down. On the second time that it stops, it'll be in the back room.
Raccoon Location 7 -- (End Of The Line)
Near the end of the level. Let the zombies break through the fence and walk towards the ladder. Don't go up. Follow the train around to the right and it'll be at the end.
