Resident Evil: Operation Raccoon City

When you first start playing the game, at the squad select screen under your character you'll see (your characters name,none,followed by their primary and secondary weapons) Go down to where it says none and select it. A screen will pop up with 2 rows. The first row are passive abilities (always active) for your character and the second is your characters selectable abilities (only one active at a time). Choose one of these abilities and purchase it. Then hit "X" to upgrade it. This can be done twice, and will unlock an achievement-NOT THIS ONE HOWEVER (purchase and 2 upgrades). If you don't have enough experience points, just keep playing campaign or multiplayer until you have enough.

Once you purchase and fully upgrade ALL FIVE abilities for your character the achievement will pop.

NOTE: To clarify ALL abilities max out at level 3.
