Very easy to do in area 1. Wait until your bio energy is at 10 and then don't spawn anything for two minutes that makes it sink below 8. This means you can still spawn dogs and crawlers, but nothing that costs more than 2 points. The achievement will unlock instantly after two minutes, so you can play normally after that.

Once your bioenergy is 10, simply do not use it for 2 minutes and achievement will pop.

I unlocked the trophy in downtown. At the beginning I didn't play any cards and collected the bio energy until I reached 8. I locked doors and turned off the lights to make it harder for the survivors.
The time is cross sectional and does not have to be played in one area.
When the trophy is won you can continue to play normally ;-)
