After you fight the boss at the end of Claires half of the episode, you will enter the elevator and will start a quicktime event. You will start off as Claire, but you need to press 
to change to Moira, and then move her towards the gun. She moves slowly. when prompted, press 
and she will kill Neil.

It has been confirmed that you CAN use Claire during the fight to shoot the orange appendage on the boss.
To kill the boss, you can lure it to the crates of explosive containers, and when it swings at you, it will set itself on fire. You will need to damage the orange appendage that comes from its chest.

Used Claire multiple times during Fight, still popped.

Yes, you only need to use Moira during the quicktime event. I just finished the fight using only Claire and switched a the last moment and got the achievement.
