Please don't tangle with Rachel when you meet her
Run out of the cafeteria, find your partner, and bring your partner with you to attack Rachel
Your partner will attack Rachel when you change bullets, so you can make sure she doesn't run too fast even if you change ammo
I killed Rachel this way, on the stairs in front of Chris's fake house
Make sure you have enough shotgun ammunition and sniper rifle ammunition, I spent about 20 rounds and 30 sniper rifles
I'm using ordinary difficulty, which is much easier if it's simple difficulty.

Another way of dealing with Rachel on your first playthrough is to put Damage 2, Bind and Critical on your sub machinegun and Damage 1, Long Magazine and Fire Rate on your Shotgun. By tossing grenades when she got close, then loading the machinegun on her while she wasn't stunned, and swapping to shotgun when she was, I where able to take her down by the time she got to the room past the shower
